A secret operation by the U.S. Navy SEALs led to the killing of some North Korean civilians during negotiations in 2019, according to NYT.

In 2019, during diplomatic negotiations with North Korea, U.S. Navy SEAL forces killed North Korean civilians following a failed secret mission to install a listening device. The operation, approved by Donald Trump, took place when the civilians accidentally encountered American troops. A Pentagon analysis justified the actions of the forces, but discussions with Pyongyang later failed, and North Korea continued to develop its nuclear program. Senator Mark Warner called for closer oversight from Congress.
