In a vote held in plenary, the European Parliament approved a report calling for the European Union to strengthen its technological sovereignty through a coherent digital industrial policy, increased investments in research and innovation, and a framework for assessing strategic dependencies on technologies from outside the EU.


The report calls for the development of a risk analysis mechanism for digital value chains and the reduction of dependencies deemed critical, emphasizing that these represent not only an economic issue but also one of security and strategic autonomy.


At the same time, the Parliament reaffirms that the European Union must remain sovereign in the application of its own digital legislation, including in areas such as competition, data protection, and digital services, free from external pressures.


A central political element of the resolution is the appeal to the United States to lift travel restrictions imposed on European citizens. Members of the European Parliament describe these measures as disproportionate and incompatible with the partnership relationship between the EU and the US, calling on the European Commission and member states to adopt a firm stance.


The vote also highlighted internal political tensions, with the report criticizing the support given by some European political forces to external narratives that challenge the EU's digital legislation. The Parliament emphasized that undermining the European regulatory framework weakens the Union's ability to act as a credible global actor.


The report was adopted by a large majority, signaling a cross-political consensus on the need for the European Union to treat technology as a strategic area, integrated both in industrial policy and in foreign policy.


The debate takes place at a time when the EU is redefining its economic and geopolitical priorities, amid global technological competition and tensions with external partners. Through this vote, the European Parliament strengthens its role as a political actor in defining the digital sovereignty of the Union and in managing the relationship with the United States.
