The largest logistical operation coordinated by the EU to date aims to restore Ukraine's energy infrastructure.

Brussels, December 22, 2025 – The European Commission has completed the delivery of a complete thermal power plant from Lithuania to Ukraine, as part of the largest logistical operation coordinated by the European Union to date, aimed at supporting the restoration of energy infrastructure severely affected by Russian attacks. The equipment is capable of providing electricity for approximately one million people.

In short

The European Commission has delivered a complete thermal power plant from Lithuania to Ukraine.

The facility can provide electricity for approximately one million people.

The operation is the largest logistical action coordinated by the EU to date.

EU support for the Ukrainian energy sector has already helped about nine million people.

The delivery was made through the EU Civil Protection Mechanism.

According to the Commission, the transfer of this thermal power plant represents a crucial step towards restoring energy production capacity and strengthening Ukraine's national electricity grid, in a context where energy infrastructure has been repeatedly targeted by attacks. The delivered equipment has been used for emergency repairs in several regions of the country, where energy production and distribution systems have been severely damaged.

The operation involved complex coordination at the European level, with the participation of several member states. The transport and installation of the equipment were carried out with the support of the EU Civil Protection Mechanism, which facilitates the delivery of emergency aid and critical equipment in crisis situations.

"The delivery of this thermal power plant is a concrete example of European solidarity and our most demanding logistical operation to date. It directly contributes to providing light and heat for one million people facing the fourth winter of war," said Hadja Lahbib, European Commissioner for Preparedness, Crisis Management, and Equality.

The Commission specifies that the Union's support for Ukraine's energy sector has so far covered the needs of approximately 9 million people, through the delivery of 9,500 generators and 7,200 transformers, also through the Civil Protection Mechanism.

In parallel with energy support, the European Union has allocated over 1.2 billion euros for humanitarian aid programs for Ukraine and has delivered over 160,000 tons of aid, in the context of the war triggered by Russia.

Since the beginning of the Russian invasion, Ukraine's energy infrastructure has been one of the main targets of attacks, severely affecting the country's ability to provide electricity and heating to its population and economy. The European Union has mobilized emergency tools, including the Civil Protection Mechanism and humanitarian aid programs, to support the maintenance of essential services, especially during winter.
