On November 4, the Council of the European Union approved the fifth tranche of funding under the Ukraine Facility, amounting to 1.8 billion euros. This amount is the result of Ukraine fulfilling the new necessary stage for the respective payment, as well as a pending stage from the fourth tranche. The facility allocates a total of 50 billion euros (58 billion dollars) in loans and grants to support the recovery and modernization of Ukraine in the period 2024-2027.

Of this amount, 32 billion euros (37 billion dollars) are conditioned on the reforms that Ukraine has committed to implement according to the Ukraine Plan. The fourth tranche was reduced to 3.2 billion euros due to the unfinished reforms. Since the beginning of the program in March 2024, Ukraine has received 22.89 billion euros (26 billion dollars) through this facility, excluding the most recent tranche.
