This decision was made in the context of a meeting of EU leaders, who requested the European Commission to develop legal options for the implementation of this measure. Although the importance of this loan for supporting Ukraine was discussed, the lack of an immediate agreement led to the postponement of the decision until the next scheduled meeting in December. The final proposal is expected to be presented by the end of the year.
