Super-typhoon Ragasa hit the island of Panuitan in Cagayan province, with sustained winds of 215 km/h and gusts of up to 295 km/h. Thousands of people have been evacuated, and schools and offices have been closed in the Philippines and Taiwan. Meteorologists warn of the risks of coastal flooding and dangerous waves in the affected regions, and the typhoon is expected to cross the South China Sea, heading towards southern China.
