Dmitri Peskov, the spokesperson for Russian President Vladimir Putin, stated that a trilateral summit between Putin, Donald Trump, and Volodymyr Zelensky would only be possible to formalize agreements, emphasizing the complexity of the negotiation process. Peskov mentioned that meetings at this level should not take place without a solid basis of prior agreements.

His statements come following a secret visit by CIA Director John Ratcliffe to Moscow, where he discussed organizing a trilateral meeting. Peskov added that the Ukrainian side is not willing to engage in the settlement process. Trump characterized Ratcliffe's visit as a "semi-routine visit," expressing the desire to stop the war in Ukraine.

Zelensky was informed about the discussions held by Ratcliffe, but so far, Putin has rejected the summit proposal. This would be the first visit of a CIA director to Russia since November 2021, before the start of the conflict in Ukraine.
