Scotland resumes the constitutional dispute: bill for independence, blocked by the British Government

The Scottish Government has launched the legislative project for organizing a second referendum on independence from the United Kingdom, thus resuming a significant constitutional dispute. The project, titled Independence Referendum Bill, establishes the voting rules but cannot advance without the transfer of necessary powers from the British Government, which has stated that it will not accept a new referendum.

The question proposed to voters is simple: "Should Scotland become an independent country?", with the options "Yes" or "No". The Scottish Prime Minister, John Swinney, argues that the political and economic situation has changed significantly since 2014, when the first referendum took place. Additionally, the Scottish Parliament has adopted a motion calling for the transfer of the necessary powers to organize the referendum.

However, the British Government, led by Prime Minister Andy Burnham, remains firmly against a second vote, which represents a major obstacle for the Scottish initiative.
