Vladimir Putin has signed a law that allows for the incorporation into the Russian armed forces throughout the year, not just during seasonal campaigns.

The Russian President Vladimir Putin has enacted a law that allows for the incorporation into the armed forces throughout the year, starting from January 1, 2026. Recruitment activities will continue to take place during the traditional spring and autumn periods, but recruitment commissions will operate continuously. The law establishes a 30-day deadline for reporting to the military office after receiving a summons and introduces new deadlines for requests to replace military service with civilian service. The authors of the law argue that the measures will improve recruitment, but analysts warn that they will allow for constant pressure on recruits.


This law was adopted after the approval of a project to create military units from reservists for the defense of critical infrastructure. Additionally, another bill allows for the mobilization of reservists outside of wartime periods, facilitating their deployment in the conflict in Ukraine. Estimates indicate significant losses for Russia in this war, with over 280,000 military personnel affected.
