Russia launched ballistic missile attacks on Kyiv early Tuesday morning, according to local authorities. Russian President Vladimir Putin agreed last week to halt the attacks, however, following strong explosions reported in Kyiv, authorities confirmed damage to residential buildings. Dnipro was also targeted by attacks.
Although energy facilities have not been affected in recent days, Russia has continued to strike transport infrastructure, causing casualties. In the context of extremely low temperatures of -20 degrees Celsius, Ukraine is facing a severe energy crisis, and the largest energy company, DTEK, is operating in "survival mode." The CEO of DTEK highlighted the difficulties of repairing infrastructure in freezing conditions and expressed hope that the energy truce would be extended during trilateral discussions in Abu Dhabi.
