Russia has launched a ballistic missile attack on a residential area in Harkiv, wounding at least 11 people, including a 13-year-old girl. At the same time, Moscow is demanding security guarantees equal to Ukraine's in order to negotiate a peace deal. Similar attacks took place in the Sumy region, where civilian infrastructure was targeted. Russian officials insist that in addition to protecting Ukraine, Russia's security interests must be taken into account.
