In the first official visit to Moscow by Syrian diplomatic chief Assaad al-Shaibani, Russia and Syria said they would review previous agreements and form a new intergovernmental commission. Al-Shaibani stressed the importance of working with Russia to rebuild a united and strong Syria. Sergei Lavrov confirmed Russia's commitment to offer help in post-conflict reconstruction, although no details of Russian military bases in Syria were discussed.
