In Virginia, the Democrats currently hold six of the 11 seats, and the new electoral map could allow for the acquisition of up to 10 seats. The referendum on redistricting is the most expensive measure on the ballot in the state's history, with over 80 million dollars raised by groups from both parties. Donald Trump warned that a Democratic victory in the midterm elections would be a "disaster." Redistricting usually occurs once every ten years, but Texas was the first state to implement changes in the middle of the decades, under Trump's pressure, giving Republicans an advantage in five seats. In response, California Governor Gavin Newsom initiated a campaign to suspend the state's independent maps. In the U.S., gerrymandering is illegal only if it is based on race, and Republicans are trying to maintain their fragile majority in the House of Representatives in the November elections.
