The European Union has produced maritime defense worth over 117 billion euros since 2016, with an estimate of 13.7 billion euros for 2025, according to Euronews. France, Germany, Italy, and Spain account for 87% of this production, with France generating 37% of the maritime defense vehicles.
Chris Kremidas-Courtney, an advisor at the European Policy Centre, emphasizes that this industrial concentration does not reflect real military commitment, with notable omissions being Greece and Sweden, which have strong naval fleets. Additionally, Poland and the Baltic states allocate significant percentages of their GDP for defense, in the context of threats from Russia.
The war in Ukraine has accelerated defense spending, and the EU has revised its maritime security strategy to counter state threats. The European Commission has announced financial initiatives for underwater infrastructure, but the amounts are considered insufficient. In March 2026, the EU launched a maritime industrial strategy, including financial allocations for naval defense projects. The real test for the implementation of these strategies will come in October 2026, when progress will be assessed.
