The announcement comes in the context of an arrest warrant issued by the International Criminal Court (ICC) in his name in March 2023 on charges of illegally deporting children from Russian-occupied Ukrainian territories. Putin has rejected the ICC's authority, suggesting that an intergovernmental agreement would limit the court's jurisdiction. Ukraine's top prosecutor has asked Brazil to execute the arrest warrant for the Russian leader's presence at the summit.
