California Governor Gavin Newsom enacted laws banning the use of biometric data to assess employees’ emotional state and limiting termination decisions made by artificial intelligence. Companies will be required to notify employees in writing when technology contributes to mass layoffs.

Newsom criticized Donald Trump for the lack of comprehensive federal regulations, arguing that states must act in the absence of leadership from Washington. He also signed measures to assess chatbot risks and oversee the industry.

The governor also addressed the midterm elections, a possible presidential bid in 2028, and a proposal for a temporary tax increase on billionaires, which he opposes.
