Jean-Noel Barrot, the French foreign minister, stated that Iran must make "major concessions" in the diplomatic negotiations with the United States to prevent a possible military action against it. Barrot emphasized that Iran must stop being a threat in the region and adopt a radically different attitude, including the release of detainees and the restoration of internet access. In this context, he mentioned the case of two French citizens, Cecile Kohler and Jacques Paris, who were recently released from prison but cannot leave Iran. Barrot requested permission for their return to France, while Iranian authorities expressed a desire to make a prisoner exchange. Barrot also emphasized that harsh measures against the Iranian regime, such as designating the Revolutionary Guards as a terrorist organization, do not affect efforts to free the French citizens. Iran reacted by labeling European armies as terrorist groups.
