The European Commission has launched a package of measures to help Member States cut energy bills and accelerate the use of renewable sources. The guidelines cover zero-emission buildings, the use of solar energy and energy performance certification. Commissioner Dan Jorgensen stresses the importance of energy efficiency for housing affordability. A Housing Advisory Council has also been set up, which will contribute to the development of a European Affordable Housing Plan.
