Brussels, December 29, 2025 - The European Union welcomed the holding of early parliamentary elections in Kosovo and stated that financial and political support for the authorities in Pristina will depend on the swift formation of new institutions and the advancement of reforms related to the European path.

Following the election on December 28, organized in the context of a political deadlock that arose after the February 2025 elections, the European Union emphasized the expectation that the new parliament and new government be constituted without delays. According to Brussels, the next step must include accelerating the necessary reforms in areas related to European integration.
The EU appreciated the active participation of all communities and political parties in the elections and assessed the electoral process as a signal of commitment to democratic principles. In this context, the Union deployed a Mission of experts to observe the elections, which will remain in Kosovo to monitor post-electoral procedures.
A central element of the message conveyed by Brussels is related to the Growth Plan for the Western Balkans, a time-limited financial instrument valid for the period 2024–2027. The European Union explicitly requested that the new Kosovar parliament quickly ratify the agreements related to this plan, to allow full access to the available funds.
At the same time, the European Union reaffirmed that the normalization of relations between Kosovo and Serbia, through the EU-facilitated dialogue, remains the essential condition for the progress of both parties on the European path. Brussels reiterated the expectation that all previously assumed obligations be implemented without delays or additional conditions and expressed readiness to host a high-level meeting when circumstances allow.
In financial terms, the EU reminded that it has already begun to lift the restrictive measures applied to Kosovo, unlocking 216 million euros after the orderly transfer of local administrations following the recent local elections. The Union also intends to release another 205 million euros at the beginning of next year.
