The Estonian Foreign Intelligence Service stated in its annual report that Russia has no plans for a military attack on NATO states this year or next year, but is rushing to rebuild its military forces.


The rapid production of ammunition in Russia will allow for the storage of supplies for future conflicts, while it continues to fight in Ukraine. Kaupo Rosin, the head of the service, emphasized that Europe needs to invest in defense to deter Russia. The report also mentions that Russia considers the US its main adversary, while trying to improve bilateral relations.
