While Croatia has made progress in the fight against discrimination, the Council of Europe stresses the need for more decisive action to combat hate speech and racial profiling. Members of the LGBTQI community, Roma and Croats of Serb origin are most affected. Although gay rights have improved, society remains conservative and violence and threats are frequent.
