The European Commission officially launches on Thursday the EastInvest mechanism, the new European funding mechanism dedicated to the regions at the eastern border of the EU, including Romania, designed to mobilize tens of billions of euros in public and private investments for infrastructure, energy, logistics, digitalization, and economic resilience in the context of the war in Ukraine. The launch takes place during the first annual meeting dedicated to the EU regions bordering Russia, Belarus, and Ukraine, opened by the President of the Commission, Ursula von der Leyen, and hosted by the Executive Vice President for Cohesion and Reforms, Raffaele Fitto, with the participation of Prime Minister Ilie Bolojan.
What is EastInvest, briefly
EastInvest is a funding platform created by the European Commission for the EU regions bordering Russia, Belarus, and Ukraine, namely for the new member states, including Romania.
The mechanism brings together the EIB Group, EBRD, the Nordic Investment Bank, the Council of Europe Development Bank, and the national promotional banks from these states, with the aim of mobilizing at least 28 billion euros in investments.
It is not a "new fund" in the sense of the EU budget, but a coordination platform that brings together credit lines, guarantees, consultancy, and blended finance instruments already available through these financial institutions.
Thus, EastInvest is a funding platform created by the European Commission to channel, coordinate, and amplify financial resources aimed at the EU regions most affected by the war in Ukraine, especially the states at the eastern border: Romania, Bulgaria, Greece, Hungary, Poland, Slovakia, Finland, Latvia, and Lithuania. The mechanism does not operate as a single, separate fund, but as a common framework through which European and national financial institutions.
At the political level, EastInvest is part of the EU's response to the economic costs borne by member states in proximity to the conflict, from rising logistics costs and energy prices to pressure on infrastructure and local markets. Through this mechanism, Brussels seeks to avoid deepening the development gaps between the center and the eastern periphery of the Union, transforming a crisis border into an area of investment and economic reconstruction.
Romania's participation: the role of the EIB and the authorities
The Romanian government has approved participation in EastInvest through a decision mandating the Investment and Development Bank (EIB) to represent the country within the platform and to sign the accession documents, including the Letter of Intent. The EIB thus becomes the main national interlocutor in the relationship with European financial institutions and the Commission, tasked with identifying projects, structuring financing packages, and channeling support to final beneficiaries.
Romania's participation alongside the other eight beneficiary states allows it to sit at the table where investment priorities for the eastern border area are discussed, at a time when debates regarding the next multiannual financial framework of the EU are already taking shape. For Bucharest, this role is relevant not only financially but also politically: the argument that Romania is a border state of the Union, directly exposed to the effects of the conflict in Ukraine, is translated into a concrete investment instrument.
Romanian authorities promise, in parallel, to create single points of contact for the business environment and local administrations, so that municipalities, county councils, and companies can more easily understand which projects could be financed through EastInvest and how they can access technical consultancy. In the absence of such structures, there is a risk that part of the available resources will be taken over by better-prepared projects from other participating states.
How EastInvest can concretely help Romania
The main stake for Romania is to direct as large a share as possible of the investments mobilized by EastInvest towards its border regions, which are most exposed to the economic impact of the conflict and changes in trade flows. In practice, the platform can contribute to financing certain categories of projects with direct impact:
Transport and logistics infrastructure: modernization of routes connecting Moldova to the western part of the country, development of fast railway connections to the port of Constanța, expansion and modernization of intermodal terminals, as well as investments in border crossing points with Ukraine and the Republic of Moldova.
Energy and energy security: strengthening electricity and gas transport networks in the eastern part of the country, additional interconnections with regional networks, energy efficiency projects, and integration of renewable production in areas with underdeveloped infrastructure.
Digitalization and public services: expanding broadband infrastructure in rural border localities, digitalizing local and regional administrative services, developing digital platforms for logistics and cross-border trade.
Support for SMEs: credit lines and guarantees for small and medium-sized enterprises operating in border regions or affected by the reconfiguration of export/import flows, especially in sectors such as transport, warehousing, food industry, or manufacturing.
By structuring such projects, Romania can use EastInvest to transform the negative effects of the conflict – higher transport costs, pressure on infrastructure, loss of traditional markets – into opportunities for modernization and economic repositioning. For example, expanding the logistics capacity of the port of Constanța and its related infrastructure, co-financed through integrated instruments in the platform, would strengthen Romania's role as a transit hub for goods to and from Ukraine and the Republic of Moldova.
Another potential effect is the reduction of internal development disparities. The eastern regions of Romania, which start from a lower level of GDP per capita and infrastructure, can access through EastInvest tailored financing packages, complementary to cohesion funds. In conditions where competition for European resources becomes increasingly intense, a mechanism dedicated to border areas offers an additional channel for projects with a high degree of maturity.
The strategic importance of EastInvest for Bucharest
Beyond the financial dimension, participation in EastInvest has strategic value for Romania. First of all, it confirms the status of a border state of the EU, for which specific support instruments are being created, not only in military terms but also economically. This matters in future negotiations regarding the European budget, where eastern states are trying to argue that the pressures generated by the war and the reconstruction of Ukraine justify additional resources.
Secondly, Romania's active involvement in the governance of the platform, through the EIB and its representatives in Brussels, allows it to influence the design of future financial instruments for the region. To the extent that Romanian projects are well-prepared, with solid feasibility studies and clear co-financing, Romania can become a net beneficiary of the capital mobilized through EastInvest, strengthening its role as a logistics and energy hub on the eastern flank.
Finally, the message sent to the business environment and local authorities is that there is a new financing framework, complementary to structural funds and the National Recovery and Resilience Plan (PNRR), dedicated precisely to areas that until now have felt more costs than benefits from proximity to the eastern border. It remains for Romania to quickly establish and organize internal mechanisms – from the technical capacity of administrations to coordination between ministries and the EIB – so that this mechanism translates into concrete projects, not just in declarative commitments.
