Two ministers from PSD and one from USR are at the top of the visibility ranking of government members, in the last week, according to data identified, processed, and analyzed by NewsVibe, a media monitoring platform supported by AI. The analysis highlights the online visibility of ministers, with the exception of Prime Minister Ilie Bolojan, whose consistently higher exposure in volume would distort the comparison with other government members. The study takes into account not only the quantity and impact of mentions but also the main signals associated with them that captured public interest – prominent themes, connections, and the dominant tone of conversations in the digital space.

Minister Alexandru Rogobete (PSD) is, for the second week in a row, in first place in the ranking of government members present in online conversation. He publicly spoke about the scandal at the Sfânta Maria Children's Hospital in Iași and announced that he would send the General Prosecutor's Office the report from the control body regarding the identified situation. His reaction to the statements of the president of CJ Iași kept him in the spotlight on a subject marked by controversy and emotional charge. His visibility was also amplified by statements regarding the need for a reorganization of the Public Health Directorates and the regional centers within the National Institute of Public Health.

Second place in the ranking is occupied by Bogdan Ivan (PSD). The Minister of Energy has been in the public eye through interventions regarding the lack of differentiated tariff energy offers, strategic pumping storage projects, and their inclusion on the list of national security objectives, as well as through statements about bureaucratic blockages in the approval of hydropower plants.

Close behind him is Minister Ionuț Moșteanu (USR), whose visibility is linked to the launch of the voluntary military training program and statements regarding the project to equip the Army with drones.

Deputy Prime Minister Tánczos Barna (UDMR) is, with the fewest mentions, in the last position in the ranking of government members present in online conversation during the period of October 1-7.

In comparison, Prime Minister Ilie Bolojan (who is not included in the analysis) recorded about 3,300 mentions, a volume similar to that of all government members combined.

TRENDS IN MINISTERS' VISIBILITY. Among the ministers at the top of the ranking, Bogdan Ivan is on an upward trend, amid negative tone debates regarding challenges and dysfunctions in the energy sector. Alexandru Rogobete and Ionuț Moșteanu are decreasing in the number of mentions.

PUBLIC TONE BAROMETER. The sentiment analysis at the level of entities (main actors and themes automatically identified with AI tools) highlights the name of Minister Bogdan Ivan mentioned in a predominantly negative context – particularly regarding statements and discussions about energy prices.

Additionally, Minister Daniel David is mentioned in unfavorable contexts, as he spoke, on International Teachers' Day, about the difficult moments faced by Romanian education and the need for a political pact for education, with annual budget increases and decent salaries for teachers.

A negative tone associated with conversations about ministers also existed in connection with Russia, Vladimir Putin, Sfânta Maria Hospital, DSP Neamț, or Costel Alexe.

In terms of positive visibility context, the name of Minister Alexandru Rogobete stands out, amid reactions regarding the case of children who died at the hospital in Iași, but also that of Florin Manole (PSD), who announced the granting of vouchers of up to 7,900 euros for children with disabilities, within the "Tech-Assist" project and reacted to the irregularities identified by the Labor Inspection in sectors that employ day laborers.

The NewsVibe platform uses AI-based technologies to analyze the tone and direction of online conversations regarding various themes and public actors. The present analysis focused on all mentions in the digital environment referring to the ministers of the Romanian Government.

THE SEMANTIC NETWORK OF GOVERNMENTAL DEBATES. The semantic network analysis reveals how ministers are present and connected to each other in the space of online conversations. Based on the mentions identified in the main online sources in Romania, the NewsVibe platform highlights the connections between major debate themes and the political actors involved.

A central segment of the debate about the activity of ministers focuses on Minister Bogdan Ivan and the energy sector. He is connected with terms such as "Romania", "Europe", or "Minister of Energy", reflecting discussions about energy policies and Romania's relationship with the EU.

One of the densest areas of public debate is concentrated around Alexandru Rogobete, amid recent controversies in the healthcare system.

Another important area of debate concerns defense and foreign policy. Here are Ministers Ionuț Moșteanu and Oana Țoiu (USR), who are associated with international actors such as NATO and Ukraine. The high connectivity of this cluster indicates that security and regional cooperation issues have been intensely reflected in the online space this week.

A medium-sized cluster centers on Diana Buzoianu (USR), reflecting topics related to the environment.

The administrative area, associated with public finance, prominently features Ministers Alexandru Nazare (PNL) and Cseke Attila (UDMR), reflecting governmental themes and inter-ministerial coordination (such as administrative reform).

A marginal but well-defined cluster focuses on education and is centered on the name of Minister Daniel David. Although he has constant visibility, education is a field less connected with the dominant themes of public debate in the last week.
