Typhoon Ragasa brought winds with the force of a hurricane, torrential rains, and a tide above normal levels, causing destruction in Hong Kong. In Taiwan, the typhoon produced such heavy rains that they broke a dam, triggering a wave of water that killed 14 people. Hundreds of thousands of people had to be evacuated from southern China. The typhoon is heading towards the Chinese province of Guangdong, where nearly 2 million people have been moved to higher ground.
