Romania has the highest student-teacher ratio in the EU, with 18.2 students per teacher in primary education

In 2024, Romania recorded the highest ratio of students to teachers in primary education in the European Union: 18.2 students per teacher, according to Eurostat data. The European average was 13.3 students per teacher.

Romania was followed in the ranking by Czechia and France, with 17.9 students per teacher each, the Netherlands, with 16.3, and Germany, with 15.2. At the opposite end, Greece and Luxembourg reported the lowest figures, at 7.4 and 8.2 students per teacher, respectively.

In 2024, 23.2 million students were enrolled in EU primary schools, 0.2% fewer than in 2023 but 2.9% more than in 2014. France had the highest number of students, 4.1 million, followed by Germany, Spain and Italy.

Compared with 2014, the student-teacher ratio decreased in 23 member states. The largest reductions were recorded in Bulgaria and Slovenia. By contrast, in Lithuania, the indicator increased from 10.2 to 13.7 students per teacher.,
