The Ministry of Finance presented the Government with Eurostat data showing that Romania's public debt reached 60.1% of GDP at the end of the first quarter of 2026. Since the beginning of 2020, Romania has been in excessive deficit procedure, and the debt has increased to cover budget deficits and refinance maturing debt.
The Fiscal-Budgetary Responsibility Law 69/2010 provides for intervention measures when the debt exceeds 60% of GDP, including freezing salary and social assistance expenditures. The European Commission has established a reference trajectory for reducing the deficit to below 3% of GDP, and Romania has developed a medium-term budgetary-structural plan for fiscal-budgetary adjustment. Estimates indicate an increase in public debt to 61.8% in 2026 and 63.3% in 2027, before entering a downward trajectory.
