Pactic Group, a European logistics services provider and part of Sameday Group, is acquiring Romanian company QeOPS and expanding its fulfillment operations in Romania. The transaction adds 18,000 square meters of storage capacity to the group and strengthens the services offered to local and international companies.
QeOPS, previously owned by Cargus, manages warehousing, retail distribution and e-commerce fulfillment operations. The company serves 40 clients, including Flanco, iSTYLE, OPPO, LEGO, Educlass and Adinish. In 2025, QeOPS processed approximately six million items and more than 650,000 parcels, with inventory accuracy of 99.99%.
The integration is taking place in the context of Sameday’s acquisition of Cargus. Sameday is also the majority shareholder of Pactic. Operations in Romania will be connected to Pactic’s European network, which consists of more than 40 courier partners and specializes in cross-border deliveries, fulfillment and returns management.
Approximately 80% of the items processed by QeOPS in 2025 were destined for retail, while 20% came from e-commerce. Paul Copil, the former CEO of QeOPS, will become Chief Operating Officer of Pactic. Pactic aims to offer companies integrated services, from warehousing and order preparation to delivery and returns.

Context: investments in logistics and data infrastructure in Romania before consolidation by Pactic
Before the expansion of fulfillment operations, related investments in infrastructure stood out on the local market. Warehouses De Pauw România, together with Lamas Invest, announced their intention to build two data centers in Ilfov County, in Ștefăneștii de Jos, with the procedures for obtaining permits and authorizations already underway.
The project comes in the context of WDP România operating an industrial park in the area and having photovoltaic energy production systems for self-consumption, with a capacity of 13 MW, signaling interest in capacities that support both logistics operations and digital solutions.
