The recently adopted measures, such as the increase in VAT and the freezing of salaries and pensions, could contribute to reducing the budget deficit by over 3% of GDP in the period 2025–2026. However, significant political and economic risks persist, generated both by the fragility of the governing coalition and by the poor track record in managing fiscal policy. In the event of a downgrade, borrowing costs for Romania could be significantly affected.
