USR has submitted to Parliament a bill providing half-price rent and transport assistance for young people who work. The initiative is signed by MPs Alin Stoica and Diana Stoica, together with lawmakers from other parties, and aims to help young people live in the cities where they have jobs.

The bill proposes monthly financial support for rent, depending on the locality: up to 600 lei for homes in Bucharest and Cluj-Napoca, 500 lei for those in Constanța, Brașov, Sibiu, Craiova, Târgu Mureș, Iași, Timișoara and Oradea, and 400 lei for those in other localities.

The measure would apply to young people aged between 18 and 29 who are employed full-time and have net incomes of no more than 4,000 lei per month. They would need to have a rental agreement for at least six months and not own a home or benefit from other forms of subsidized housing. The landlord cannot be a relative up to the fourth degree.

The initiative also provides for a 50% reduction in local, metropolitan and integrated public transport fares, as well as nominal commuter rail passes. The support could also be granted to young people who work part-time if they are attending an accredited educational institution. The measures would be available for no more than 36 months. The bill is to be reviewed and voted on by Parliament.

Context: Romania has previously prepared packages for young people, either through access to housing or through employment support

Before the USR initiative, the Senate adopted a legislative proposal under which young people up to the age of 35 could purchase homes through the “Noua Casă” program, with a minimum down payment of 5% (including for more expensive properties), for homes financed between 70,001 and 140,000 euros. According to the initiators, the measure aims to reduce the amount needed for the down payment and facilitate access to homeownership.

At the same time, the Government launched the STEP UP program for NEET young people (under 30), who can receive stability bonuses of 1,000 lei per month in the first year of employment and 1,200 lei in the second year, with the program having an estimated budget of approximately 855 million lei. The implementation targets 21,200 people, and the project began on September 1, 2026.
