The Senate adopted, as the first chamber notified, a legislative proposal under which young people up to the age of 35 could purchase homes through the government’s “New Home” program with a minimum down payment of 5%, including for more expensive properties.
The initiative belongs to the Minister of Investments and European Projects, Alexandru-Mihai Ghigiu, and concerns homes for which the financing amount is between 70,001 and 140,000 euros. The proposal was approved with 102 votes in favor and one abstention.
PSD Senator Mihai Daniela argued that the measure reduces the amount needed for the initial down payment and facilitates young people’s access to a home of their own, without direct costs to the state budget. According to her, the initiative could support the formation of new families and reduce pressure on the rental market.
PSD also provides, in its governing program for the 2026–2028 period, for the operationalization of a mechanism to finance the construction and modernization of social housing from European funds. The plans also include a legal framework for housing cooperatives and public-private partnerships, as well as a pilot program in at least three municipalities, aimed at young people, families with children, and employees with average incomes.
Adoption in the Senate represents the first stage of the parliamentary procedure.
