Four USR lawmakers have submitted a legislative initiative proposing a clear and transparent mechanism for investigating complaints regarding odor nuisance and air pollution. The bill amends Emergency Ordinance 195/2005 on environmental protection and seeks to ensure that any complaint filed by citizens or inspection authorities triggers checks and measurements.
The initiators are Senators Cynthia Păun and Aurel Oprinoiu, as well as MPs Allen Coliban and Adrian Giurgiu. According to USR, the central health authority, through its subordinate structures, would investigate the sources generating odors and their impact on public health.
The proposal provides for independent assessments and monitoring of boreholes and water wells near the reported sites. If a link is identified between the odor nuisance and health impacts, the health authority must immediately inform the environmental authority. Depending on the results, the polluter’s permit could be suspended.
Within a maximum of 180 days of the law’s entry into force, a methodology would be developed for investigating the effects of odors on health and quality of life. USR cites repeated complaints from Bucharest, Ilfov and Brașov and proposes a clear institutional process: complaint, investigation, objective assessments, a reasoned response and legal measures.
