The five representative trade union confederations at the national level, including Cartel ALFA and BNS, reject the current form of the salary law project, demanding its withdrawal and the resumption of the reform. The unions accuse the reduction of the reference value, the capping of bonuses, and the maintenance of discrimination between budget sectors, warning that the new law will deepen salary inequalities.

They emphasize that the reduction of the reference value from 4,100 to 4,000 lei severely affects salaries, and the capping of bonuses at 20% may nullify already recognized salary rights. The unions also contest the way the project was developed, considering that social dialogue was merely formal. They also demand that a government with full constitutional powers address the reform, emphasizing that the current version is unacceptable. The confederations request a transparent mechanism for social dialogue, the establishment of the reference value at the level of the minimum wage, and the elimination of discrimination between occupational families. They conclude that Romania needs a fair reform that puts people at the center of salary policy.
