The Cluj-Napoca metro represents the first metro line outside of Bucharest and the largest transport infrastructure project in the city. Mayor Emil Boc stated during the Local Council meeting that the works on the metro are not halted and that the completion deadline remains 2031. The funding for the project will be provided through European cohesion funds, instead of the National Recovery and Resilience Plan (PNRR).
During the same meeting, municipal councilors approved the Zonal Urban Plan (PUZ) for the metro, with 23 votes "for" and three abstentions. The estimated costs for the construction of the metro range between 1.8 and 2 billion euros. The drilling works for the two tunnels began on August 11, 2025, involving over 150 designers and engineers, as well as obtaining 40 different approvals.
