Before the new announcement, Emil Boc stated during the Local Council meeting on October 1 that the Cluj-Napoca metro project had not been abandoned and that it had received a new financing contract, with completion announced for 2032. He said at the time that the pace of the work had to be accelerated and that delays would not be accepted, citing strict deadlines for European funds, while the first two stations, “Copiilor” and “Sănătății,” were already in the design stage, with the documentation submitted for review and approval on September 28.
Cluj-Napoca City Hall has announced the signing of the financing contract for the “Component 1 – Cluj Metro Line I” project, with a total value of RON 10.87 billion, equivalent to approximately two billion euros. The contract was concluded with the Ministry of Transport and Infrastructure under the Transport Programme 2021–2027.
The eligible value for funding through this programme is RON 1.86 billion, approximately EUR 357 million. Of this amount, RON 1.578 billion represents non-reimbursable European funds, RON 241.38 million comes from the national budget, and RON 37.13 million represents the contribution from the local budget. The City Hall did not specify the sources for the difference between the contract’s total value and the eligible amount.
The project provides for the construction of 17.8 kilometres of metro line, of which 8.8 kilometres are expected to be completed by the end of 2029. In its full configuration, Metro Line I will have a length of 21.03 kilometres, 19 stations and a depot, providing a connection between Florești, Cluj-Napoca, the central area and the main economic centres.
The investment was initially financed through the National Recovery and Resilience Plan (PNRR), with approximately RON 1.43 billion, based on the contract signed in December 2022, and was subsequently transferred to the Transport Programme. The announcement comes amid a dispute over the actual availability of the funds, with former State Secretary Horațiu Cosma warning that the financing axis is overcontracted. Emil Boc maintains that the project’s financing is secured.
