The Romanian government has initiated an emergency ordinance project for the employment of foreign workers, with the main measure being the digitization of processes through the WorkinRomania.gov.ro platform. This will become a single point of interaction between employers, placement agencies, and state institutions, in the context of the labor force shortage and the increase in transnational recruitment. The project introduces a unique application that will replace employment and secondment approvals, and employers will need to register in an official registry.
Additionally, a List of Deficient Occupations will be created, and visas will be differentiated based on the type of workers. Placement agencies will be more strictly regulated, being required to hold a financial security deposit to prevent abuses. Employment contracts for foreigners will need to be drafted in the native language of the workers, and consular fees for visas will be adjusted. The project aims to improve the process of hiring foreigners and reduce the risks associated with illegal migration.
