The Romanian government adopted an Emergency Ordinance on Thursday to facilitate the implementation of the SAFE program, aimed at strengthening the European defense industry. This measure allows for the signing of procurement contracts until May 30, 2026, without administrative blockages.
The amendments aim to extend the responsibilities of the Ministry of Finance in the financial management of the program, including the signing of agreements with the European Commission. Additionally, an industrial cooperation instrument is introduced, ensuring that investments generate real economic effects. The OUG also includes optimizations for the implementation of the National Recovery and Resilience Plan (PNRR), allowing for the extension of contracts until August 31, 2026, through simplified notifications. These measures aim to increase administrative efficiency and ensure the rapid absorption of European funds for defense and industrial development projects.
