The Municipality of Suceava has reported a serious situation regarding the abandonment of stray dogs, claiming that control efforts are being sabotaged by coordinated actions. Deputy Mayor Dan Cușnir stated that the animal shelter in the city is taking care of over 700 dogs, but their number continues to rise due to organized abandonment by individuals with malicious intentions. In the first 10 months of 2025, the shelter received 660 dogs, and in October, a negative record was registered with 92 new dogs, most of them captured from the streets.

Cușnir has requested the support of state institutions to manage the problem of stray dogs, warning that the city is under siege from a "mafia" of abandoned dogs. The municipality has established its own dog capture service after terminating the contract with a specialized firm.
