The scholarship program for foreign students is managed by the Ministry of Foreign Affairs (MAE) and funded from the budget of the Ministry of Education and Research. Its purpose is to develop long-term bilateral relations with the home countries of the students and to promote higher education institutions in Romania at an international level.

Candidates can submit applications through the online platform StudyInRomania, administered by UEFISCDI, by creating an individual account. Details about eligibility, levels of study, and required documents are available on the mentioned platform and on the MAE website. Applications can be submitted between February 16 and March 31, and the selection results will be communicated around July 15.
