Romania and the United States are expanding the FLEX scholarship program through an agreement based on the principle of reciprocity. Up to 70 scholarships will be awarded to Romanian students who will study for one year in the United States. Up to 20 American students will be able to study in Romania, while Romanian students will benefit from more places in educational exchange programs. The measure is funded equally by the two countries.
Romania will cover the costs of no more than 35 FLEX scholarships and up to 10 FLEX Abroad scholarships. Romanian funding may reach one million dollars and will be provided from the budget of the Ministry of Education and Research. The remaining scholarships will be funded by the American side.
The expansion of the program comes amid strong interest from Romanian students. More than 3,000 applications were submitted for the 20 places available in the 2026-2027 school year, according to the Government's press release.
The FLEX program has been operating in Romania since 2015 and gives high school students the opportunity to attend an American high school and live with a host family. Selection for the 2027-2028 school year is scheduled to begin in November 2026.
