Romania could receive approximately €60 billion under the European Union’s future budget, but the amount is not final, and negotiations among member states are still at an early stage. Minister of Investments and European Projects Alexandru-Mihai Ghigiu said the final agreement will depend on the decision of the European Council.
After the negotiations conclude, Romania will have to draw up a National and Regional Partnership Plan (PPNR), which will establish how the funds will be used. The minister argued that the document should be prepared following public debates, so that funding priorities reflect society’s needs and are not set exclusively at the administrative level.
Ghigiu warned that European funds and national investments may not be sufficient to achieve all the objectives. Romania may also need public-private partnerships, investment banks or loans.
Regarding the money expected this year, the minister said the official amount will be known after November 20. The €6.4 billion includes both non-reimbursable grants and loans, while the final amount of the grants is due to be confirmed by the European Commission.
