Turcan criticized the idea of pitting systems against each other, warning that an aggressive approach could lead to mass retirements and block the justice system. Although she acknowledged that special pensions cannot be eliminated, she proposed adjusting them to be closer to contributiveness, mentioning that the retirement age of 47 years and 8 months is unreasonably low.
Turcan believed that the Government has the right to make changes in pension policy, stating that the current calculation formulas have led to exaggerated pensions. She supported the Prime Minister's proposal to adjust pensions to 75% as being acceptable. In the event that the reform is not adopted, Turcan warned that Romania could lose significant European funds, which would affect the justice system. She also criticized the practices of self-judging among judges, which have contributed to the accumulation of considerable salary arrears.
