The Social Democratic Party (PSD) has filed a criminal complaint with the General Prosecutor's Office, accusing former Prime Minister Ludovic Orban of abuse of office following the adoption of Government Decision no. 917 of December 13, 2019. This decision approved the budget increase for the Ministry of Finance by the amount of 912,500,000 lei from the Government's reserve fund, to pay the Micula brothers, following an international arbitration decision.
PSD contests the legality of this payment, arguing that the financial obligation was known and foreseeable, and that the use of the reserve fund did not meet the legal conditions for urgent expenditures. It is also claimed that Orban exerted pressure on officials from the Ministry of Finance to facilitate the payment.
Ludovic Orban has rejected the accusations, stating that the payment was a legal obligation and that he negotiated to reduce the amount owed. He emphasized that delaying the payment would have led to greater penalties. PSD is requesting prosecutors to investigate the entire decision-making mechanism and hold accountable those involved.
