The prosecutor who investigated Alfred Bulai, sent to trial after allegedly driving under the influence of drugs

Prosecutor Horia Tiugan, from the Prosecutor’s Office attached to the Bucharest District 1 Court, has been indicted for driving a vehicle under the influence of psychoactive substances after being caught in traffic in May 2025, in Giurgiu County.

Toxicological analyses indicated the presence of amphetamine and ketamine in his body, while the forensic medical examination concluded that the substances had impaired his ability to drive. Tiugan became known after handling the case of former SNSPA professor Alfred Bulai, who was indicted for alleged sexual assaults against several female students. The prosecutor’s case was referred to the Bucharest Court of Appeal, the court competent to hear the case at first instance.
