Dr. Hadrian Borcea, head of Bihor UPU-SMURD, received only a warning after being convicted of driving a car under the influence of alcohol. The Oradea Court of Appeal rejected prosecutors’ appeal, in which they had sought a prison sentence, even if suspended.
The incident occurred on the morning of October 26, 2025, when police stopped the doctor on Făcliei Street in Oradea as he was heading to the airport. The breathalyzer indicated 0.66 mg/l of pure alcohol in exhaled air, while blood tests established a blood alcohol level of 1.88 g/l in the first sample and 1.61 g/l in the second.
Borcea admitted the offense and said he had drunk three beers the previous evening. On June 12, 2026, the Oradea District Court ordered that no punishment be imposed, citing the short distance driven, light traffic, the absence of an accident and the doctor’s 32-year career.
Prosecutors argued that the blood alcohol level was far above the criminal threshold and that the doctor’s status required a higher standard of conduct. The Court of Appeal, however, found that Borcea could reform without a punishment being imposed. The doctor will pay 700 lei in court costs.
