The MEIP has put into public debate an emergency ordinance aimed at regulating the management of investments from the National Recovery and Resilience Plan (NRRP) and public funds. The OUG aims to mitigate the fiscal risks of over-contracting of infrastructure projects by putting in place clear restrictions on future financial commitments and suspending certain financing contracts. The proposed measures include strict expenditure control and adjusting contracts to fit within the national budget. It will also limit the continuation of investments with physical progress below 30% and regulate how funds will be committed for 2025.
