The IMF proposes a package of tax reforms for Romania, including an increase in VAT and excise taxes, the introduction of two income tax rates (15% and 25%) and a reduction in the health contribution. The measures could generate revenues of 1.2% of GDP by 2025. The IMF also recommends changes in the taxation of labor, property and capital income, stressing the need to reduce the tax burden on low incomes and improve the progressivity of the tax system.
