The prosecutors of the Prosecutor's Office next to the Constanța Tribunal took notice ex officio after the presence of a military vessel was reported in the area of the Port of Constanța, which had weapons on board and possible explosives. Subsequently, the case was taken over by the Prosecutor's Office next to the Constanța Court of Appeal, where the initiation of criminal proceedings in rem was ordered for non-compliance with the regime of weapons and ammunition, as well as for non-compliance with the regime of explosive materials.

Preliminary investigations showed that, around 06:30, a gray maritime drone-type vessel, without markings, was found stranded in the area of Dock 78. It was equipped with video surveillance systems and satellite communication antennas. Around 10:30, the vessel exploded, and the authorities continue investigations to establish the circumstances of the incident.
