US Under Secretary of Defense for Policy Elbridge Colby is coming to Bucharest on Wednesday, following a visit to Warsaw, for talks on the American military presence, regional security and cooperation between Romania and the United States.

The choice of Romania and Poland, two important states on NATO’s eastern flank, is seen as a signal of Washington’s priorities in the region. The American official will be received by the President of Romania and will meet with representatives of the political and military leadership.

Romania’s ambassador to the United States, Andrei Muraru, said Bucharest must provide assurances regarding the continuity of its strategic commitments, regardless of political changes or the parliamentary majority. He cited cooperation between Romanian and American military personnel, defense investments, and joint projects for the production and acquisition of military equipment as important arguments for Romania.

The talks will also address the security situation in the region, including incursions by maritime and aerial drones into Romanian airspace and waters. Muraru stressed the need for a coordinated response and additional military capabilities. The visit comes at an important time for the future of the European security architecture.

,
Context: Romania and the US prepared the discussions by assessing the American presence in Europe and through political signals regarding the Eastern Flank

Before Elbridge Colby’s visit to Bucharest, American officials argued that reducing troops in Europe could not be discussed until the “key issues” were resolved. In an appearance in Brussels, Colby said that, although Europe had made progress in defense and supported Ukraine, issues such as access, basing, and overflight for American forces still remained to be settled. In parallel, the Pentagon began a review of the American military presence on the continent, with options for the secretary of defense to be developed by early November, based on criteria including allies’ commitments and access rights (ABO).

Regarding the Black Sea, Romania also held direct discussions with the US and in a NATO format: Romania’s ambassador to the Alliance, Dan Neculăescu, together with presidential adviser Marius Lazurca, met with the US ambassador to NATO, Matt Whitaker, focusing on regional security and the review of the United States’ posture.

At the political level, Marius Lazurca called in an interview with CNN in Washington for a stronger American military presence in Romania, citing the worsening security situation in the Black Sea region and arguing that Romania needs the support of its allies, especially the United States, to deter threats.
