Context: before the warrant was issued for the Cuban national, Romanian authorities foiled another case of “sabotage” coordinated from the Russian sphere
Before the case in which DIICOT requested an arrest warrant in absentia for a Cuban national residing in Russia, Romanian authorities announced that they had prevented an act of sabotage on Romanian territory. The Romanian Intelligence Service (SRI) stated that a Russian citizen, monitored since February 2026, had been involved in an investigation into attempted acts of subversion, and DIICOT detained him and subsequently requested his pretrial detention for 30 days, after the man allegedly photographed and documented sites considered sensitive targets.
Separately, a Deutsche Welle investigation also described a network allegedly coordinated by a Cuban dance instructor based in Russia, who is said to have been recruited by Russian intelligence services to coordinate sabotage operations in Europe, including Romania, with recruitment through advertisements on Telegram and promises of payment for each mission.
