Environment Minister Diana Buzoianu presented an assessment of her first 16 months in office and announced measures to monitor the extraction of mineral aggregates, reorganize subordinate institutions, and combat illegal logging. The new measures concern the Aggregate Pit Radar application, the reform of the National Administration “Apele Române,” and equipping Romsilva with monitoring equipment.

The Aggregate Pit Radar application is approximately 95% complete and will verify permits, approved quantities, and the route of shipments to their destination. The system will flag irregularities, and permits will be canceled if vehicles are delayed by more than 20 minutes.

The reorganization of ANAR provides for the establishment of a centrally coordinated National Water Inspectorate, as well as a school of hydrology. The ministry hopes the new structure will be approved next month.

Romsilva’s budget forecasts a profit of more than 105 million lei and includes funding for GPS devices in all vehicles and video cameras for forest rangers. The number of forestry directorates is set to fall from more than 40 to 19, while directors will have management contracts and performance criteria.

The ministry is also preparing SUMAL 3.0, which will integrate satellite imagery and video systems to quickly identify illegal timber shipments. Audits at Romsilva also covered hunting trips and potential conflicts of interest.

Context: Digital monitoring and reforms in forestry institutions, following allegations regarding irregularities and illegal logging

Before presenting the report, interim Minister of the Environment Diana Buzoianu announced the launch of a digital platform of the Forest Guard, through which citizens can submit petitions and track online the status of complaints and the results of inspections. The system was also intended to allow comparisons of the activities of inspectors and forest guards, including with regard to identified damages and the measures ordered.

At the same time, Buzoianu spoke about expanding monitoring through advanced technologies, with satellite imagery and systems to track timber shipments, in order to increase the efficiency of identifying suspicious changes. In parallel, updates to the framework for preventing and responding to forest fires were also announced, including through monitoring with drones, cameras, and satellite imagery.

During the same period, the minister made specific allegations against Romsilva and forestry structures, citing irregularities in concrete cases and criticizing the way in which the institutions had allegedly managed inspections or complied with recommendations. These signals were accompanied by announcements regarding the discovery of illegal logging and promises to continue checks and apply legal measures.
